Mr. Downie is one of Australia’s most experienced and respected energy and water market reformers with a pedigree in protection of environmental and community interests while developing profitable market-led solutions which deliver for local communities.
His former roles include Strategic Adviser to the Centre for Regional and Rural Economic Futures, Deakin University; Director-General (Secretary) Victorian Department of Water Resources; Secretary of Energy and Minerals for the Victorian Government (overseeing competition reforms); member of Council of Australian Governments’ Gas Reform Committee; Board Member, Victorian State Electricity Commission during privatisation of this utility; Victorian Deputy Director-General/General Manager, Department of Conservation and Environment ; Assistant Manager Snowy Mountains Hydroelectric Corporatisation; Managing Director DGJ Projects Pty Ltd; Expert Advisor for Government on Water Reform to the Americas, India, Indonesia and Vietnam; Chairman, H2OX; Victorian Basin Official, Basin Official Committee, Murray-Darling Basin Authority and former Deputy Commissioner of the Murray-Darling Basin Commission. Mr Downie is currently a board member of Flinders Peak Water Pty Ltd and of the G21 Agri Collective.
He has overseen several successful multi-billion-dollar major infrastructure programs from design and approvals through to delivery. He has recently been a strategic advisor on major regional economic development pathways, market investment structures and climate resilience strategies for regions, including green energy programs.

trust development of Green Island Power’s mission and projects.
